About the Bureau
The Bureau of Provisional Mulligans exists to oversee recreational situations where an immediate Mulligan has been granted, but final approval remains subject to later review.
The Bureau recognizes that recreational momentum occasionally requires immediate action before all facts, witnesses, snack inventories, weather conditions, emotional stability, and player confidence have been fully documented.
Accordingly, Provisional Mulligans may be issued in the field, but they remain unofficial until formally verified by the Federation.

Verification Process
Step 1
Register the Provisional Mulligan
Each temporary ruling receives a Federation tracking number.

Step 3
Determine Eligibility
